Attestation for a Distance Education Certificate?

My
name is Joseph, and I have done my Master Degree from
Manonmaniam Sundaranar University (MS uty), Tirunelveli, Tamil Nadu
through a Distance Education Center in Kerala. Now I am planning to go
for my master degree certificate attestation from HRD, Ministry of
External affairs and Saudi Arabian Embassy. My concern is:
Does the HRD, Ministry of External affairs and Saudi Arabian Embassy will make attestation on a distance education Certificate ?
I have one more doubt. My PG Degree certificate is laminated from the university itself( Bharathidasan, Trichy). I think laminated certificates are not accepted for attestation. Is there any solution for this ?

It can be done...
But 1st u have to get it attested from Tamil Nadu Home department(Bcoz University is from Tamil Nadu). 4 that u have to go to Chennai,its a 1 week process..they'll send to university and verify your certificate then will attest, you can then take to HRD and external affairs, and finally to embassy.
This procedure is same for regular and distant education candidates..
Certificate Lamination
My Certificate is also laminated ( Bharathidasan, Trichy)., but when i sent it for MHRD attestation, they removed the back side lamination in a rectangle shape and used that space. But I done this 7 years back.
